Evaluating ICT-enabled e-governance for agriculture with Random Forest model in Surajpur district

Abstract: This paper evaluates the role of Information and Communication Technology (ICT) in promoting e-governance within the agricultural sector of Surajpur district, Chhattisgarh. A structured questionnaire was administered to 120 respondents across different blocks of the district to capture socio-economic factors, ICT awareness, and barriers in digital governance. The reliability of the instrument was confirmed through Cronbach’s Alpha, with values ranging from 0.881 to 0.957, ensuring strong internal consistency of the constrains. To analyze the data, advanced statistical and machine learning approaches were employed, focusing on decision tree-based methods such as CART, J48, and Random Forest. The study emphasizes how ICT-enabled governance can improve transparency, service delivery, and farmer-government interactions. It also highlights the importance of addressing persistent challenges, including low digital literacy, inadequate infrastructure, and shortage of trained manpower, for effective implementation of ICT in agriculture.
